
Chemical Facility Anti-Terrorism Standards (CFATS) were issued by the U.S. Department of Homeland Security (DHS) on April 9, 2007. CFATS was the result of Congress' directive to, "...identify, assess, and ensure effective security at high-risk chemical facilities."
These new regulations will require affected facilities to conduct security vulnerability assessments (SVA) and then design and implement site security plans (SSP) that meet the risk based performance standards (RBPS) defined by the agency.
Meridian's management team was certified as authorized users of Chemical-terrorism Vulnerability Information (CVI) in February 2008. This certification is awarded by DHS to those individuals who have been trained and successfully tested on working with sensitive site security information.

To assist high-risk chemical facilities subject to CFATS in selecting and implementing appropriate protective measures and practices to meet the applicable Risk Based Performance Standards Guidance (RBPS), DHS's Infrastructure Security Compliance Division has developed this Risk-Based Performance Standards Guidance Document (Guidance). This Guidance provides DHS's interpretations of the level of performance facilities in each of the risk-based tiers created by CFATS should strive to achieve under each RBPS.
